It is a well know fact that the geometric leveling a closed loop doesn't end up with a zero result event if there is now measurement error at all. The reason is the influence of the gravity field of the earth on the levelling measurements, especially in areas with rugged topography. There fore the state of the arth technique for adjusting leveling networks is to adjust geopotential differences rather than the raw leveling results themselves.
